Risks continually plague DoD and commercial projects. Program/project managers have limited knowledge of risks initially and may assume that there are no uncertainties associated with tasks in their project plans. As the project progresses, risks often emerge, introducing uncertainty related to task completion times and/or costs.  To complete projects on time and within budget, program managers need to methodically and continuously: (1) identify all risks, (2) accurately assess impact of risks on project/program cost and schedule, and (3) develop mitigation strategies that minimize schedule delays and cost overruns.
